Tertiary Education Commission

The Tertiary Education Commission has as objects to promote, plan, develop and coordinate post-secondary education in Mauritius and to implement an overarching regulatory framework to achieve high international quality. It also has the responsibility to allocate government funds to the Tertiary Education Institutions under its purview and to ensure accountability and optimum use of resources.

As per its portfolio , the Administration Division has the following responsibilities:-

  • Providing secretarial and logistical support for the meetings of the Board of the Tertiary Education Commission and other Committees set up by the Board
  • Processing tender matters (procurement of Office Equipment and Furniture, infrastructural developments, motor vehicles, services, award of contracts, etc)
  • Personnel and Establishment matters (Recruitment, conditions of service, leave matters, attendance, etc)
  • Human Resource Development (Prepare Performance Appraisal System and monitor staff development Programs)
  • General Coordination for Workshops/Seminars/Conferences.
  • Prepare replies to Parliamentary Questions.
  • Public Relations (Liaison with Ministry of Education & Scientific Research, Tertiary Education Institutions, other relevant organizations and the General Public.
  • Security Matters.
  • Preparation of Annual Report, Newsletter, Media Release and other Reports on Tertiary Education, and processing.
  • Ensuring good order and efficiency of the Commission.
  • Maintenance of Assets of the Commission.
  • Consolidating of Library Stock, including purchase of books/reports dealing with tertiary education and ensuring regular subscription likewise to appropriate periodicals/journals.

  • The Industrial and Vocational Training Board, set up under the IVT Act No.8 of 1988, became operational in 1989.

    It was assigned the roles of regulator, facilitator, and provider of training. In 2001, Government decided that the organisation would focus on its role as an enhanced provider of training, leaving the regulatory role to the Mauritius Qualifications Authority, and the role of facilitator to the Human Resource Development Council. The IVT Act was subsequently amended.

  • The objectives of the Ministry would be resumed as follows:-

    • to upgrade, strengthen and extend the existing cultural infrastructure and to construct new structures;

  • The On-Line Educational Centre was founded in 1980 with only two departments namely the Department of Science and Department of Agriculture. At that time the staff consisted hardly twenty academic and administrative staff including. At that time, the centre was specialised in Distance Education and was rooted in Atlanta. Today the centre has expanded to five departments - Department of Engineering, Department of Social Sciencesand Departmentof Law and Management and employs nearly 150 staffs including academics and administratives.

  • Processing of PER/EIA reports

    The Environment Assessment division of the Department of Environment examines the environmental impacts, both beneficial and adverse, of proposed development projects. The environmental impacts are identified, predicted and evaluated. Hence, potential environmental problems are foreseen and addressed at the very project inception and design stage of proposed projects.

    Advise industrialists & public on appropriate pollution abatement measures

  • The Institute for Consumer Protection (ICP) has been setup in 1983. Originally,it started as a breastfeeding promotion group and later evolved as a full fledge national consumer protection. ICP has three distinct departments namely The Consumer Protection department.

    The Maternal and Child health Department also known as MAPBIN and The Information and Education Department.

    ICP is partly funded by the government and the other funding sources are its membership, sales of publications and project funds.

  • The Ministry is responsible for local government administration coordination generally, with five Municipalities, four District Councils and 124 Village Councils. Over and above their own revenue-generating activities, central government grants are made to the local authorities to enable them to provide services and amenities at regional level. These include the provision of street-lighting, construction and maintenance of roads, drains and public spaces, provision and maintenance of bus shelters and traffic centres, organisation of sports and cultural activities, etc.
