The Ministry is responsible for local government administration coordination generally, with five Municipalities, four District Councils and 124 Village Councils. Over and above their own revenue-generating activities, central government grants are made to the local authorities to enable them to provide services and amenities at regional level. These include the provision of street-lighting, construction and maintenance of roads, drains and public spaces, provision and maintenance of bus shelters and traffic centres, organisation of sports and cultural activities, etc.

Another important function of the Ministry concerns the responsibility for Solid Waste Management, including arrangements for the collection and safe disposal of solid waste, setting up and operation of waste disposal sites such as transfer stations and sanitary landfill, issue of waste carrier's licences, control of illegal dumping. This function also encompasses a statutory obligation to give effect to decisions taken by the National Environment Coordination Commission chaired by the Prime Minister and on which the Minister of Local Government sits personally.

In addition, the Ministry has general responsibility for the control and management of public beaches across the island. In this context, the Beach Authority, a parastatal body has been set up under the aegis of the Ministry to carry out specific functions such as the regulation of economic and socio-recreational activities on public beaches, the provision of amenities on and embellishment of public beaches and the implementation of measures for the safety of beach-users.

Other responsibilities of the Ministry include:

  • monitoring of La Butte Landslide problem subsequent to the Rehabilitation Project;
  • implementation of cyclone and other natural disaster programmes;
  • providing guidelines for the disposal of hazardous wastes;
  • taking appropriate action on complaints relating to the issue of trade licences, development and building permits by local authorities; solid waste collection and disposal and other environmental related matters; and
  • carrying out minor upgrading and landscaping works across the island.

    Mission:

  • Processing of PER/EIA reports

    The Environment Assessment division of the Department of Environment examines the environmental impacts, both beneficial and adverse, of proposed development projects. The environmental impacts are identified, predicted and evaluated. Hence, potential environmental problems are foreseen and addressed at the very project inception and design stage of proposed projects.

    Advise industrialists & public on appropriate pollution abatement measures

  • The Public Infrastructure Division of the Ministry of Public Infrastructure, Land Transport & Shipping is responsible for the implementation of Road, Bridge and Government Building infrastructural projects.

    To construct, embellish, preserve and enrich the built and unbuilt environment in the interest of functionality, aesthetics, public health, safety, welfare and culture conducive to efficiency and comfort for the users and the public at large.

  • The main activities of this Ministry revolve around formulating policies in the energy, water and waste water sectors and the establishment of a responsive legal framework to govern the development of these sectors.

    The Ministry also ensures that the necessary dynamism is created for services offered by the various organisations falling under its purview to be delivered in the best interests of the public.

  • General Functions and Administration

    The Ministry operates under the portfolio of the Minister of Health and Quality of Life.

    The functions of the Ministry are:

    • To develop a comprehensive health service in order to meet the health needs of the population;
    • To investigate the influence of physical environment and psychosocial domestic factors on the incidence of human diseases and disability;
    • To plan and carry out measures for the promotion of health;
  • Objectives of the Ministry

    • Formulate appropriate policies and provide the necessary legal framework for the development of ICT and its optimal use across all sectors
    • Facilitate, through the implementation of an E-Government programme, the provision of Government services electronically anytime anywhere for the greater convenience of the public
    • Promote and facilitate the development of the ICT sector.
    • Ensure that the ICT culture permeates all levels of the society to bridge the digital divide to the extent possible
